Galveston OKs housing plan at 11th hour

Barely an hour before a state-imposed deadline, the Galveston City Council on Friday approved a plan to rebuild public housing torn down after Hurricane Ike. The council voted 5-2 to adopt the plan and avoid the loss of $580 million in federal disaster recovery money and the forced repayment of money already spent.
