Galveston Housing Authority’s board plans at a meeting today to swear in a new commissioner to replace Betty Massey, whose resignation became effective Sunday. The board also plans a closed session, but the agenda offers no information about what the discussion will cover or with whom it will occur. Mayor Lewis Rosen announced Monday he had appointed J.T. Edwards to replace Massey, who had almost a year left on her term as commissioner. Rosen had vowed to remove Massey, who had been chairwoman of the board during a contentious mayoral election that was primarily about the authority’s plan to rebuild 569 public-housing units demolished after Hurricane Ike.
