Much-needed affordable housing is slowly on the rise in Chico as the city’s three final redevelopment agency-funded housing projects approach their last steps.
Construction was recently completed for the $7.5 million Bidwell Park Apartments at East Eighth and Ninth streets at Willow Street, and leases are filling quickly. Another project, the $10.4 million North Point Apartments on The Esplanade, is under construction, and the $19 million Harvest Park Apartments on East Avenue are slated to break ground early next year.
The state eliminated the 400 redevelopment agencies statewide Feb. 1, but these projects were made possible because commitments and expenditures were made before the agencies dissolved. Communities are now challenged by the absence of redevelopment funds often used as leverage to gain other funding.
