Development plan labels Downtown Memphis as “blighted, slum area and a growing menace”

The Community Redevelopment Agency (CRA) on Thursday will discuss a long-term development plan for Downtown which would immediately label Downtown Memphis as a “blighted, slum area that constitutes a growing menace to Shelby County.” Many view the move as a way for the city to redevelop the Cleaborn and Foote Homes housing projects despite opposition from some neighborhood groups. The 200-page Heritage Trail Community Redevelopment proposal is a long-term plan which would govern Downtown development for 20 years.  The Memphis Housing Authority and the city of Memphis’ Division of Housing and Community Development developed the master plan, which includes the entire Downtown Memphis core, the Beale Street Entertainment District, the South Main District, the South End, Victorian Village, the Edge Neighborhood and part of the Memphis Medical Center. In order to give the CRA the jurisdiction to adopt and implement this plan, the agency is considering declaring Downtown Memphis to be a slum, blighted and a growing menace.
